Centre establishes National Council for Vocational Education and Training (NCVET)
The Union Cabinet has approved the merger of skill training bodies, National Council for Vocational Training (NCVT) and the National Skill Development Agency (NSDA), into the National Council for Vocational Education and Training (NCVET).
The Union Cabinet has approved the merger of skill training bodies, National Council for Vocational Training (NCVT) and the National Skill Development Agency (NSDA), into the National Council for Vocational Education and Training (NCVET). The council will be headed by a Chairperson and will consist of Executive as well as Non-Executive Members.
The functioning of vocational education and training entities will be regulated by the new body, along with establishing minimum standards for the functioning of such entities.
The primary functions of NCVET will include:
- Recognition and regulation of awarding bodies
- Assessment bodies and skill related information providers
- Approval of qualifications developed by awarding bodies and Sector Skill Councils (SSCs)
- Indirect regulation of vocational training institutes through awarding bodies and assessment agencies
- Research and information dissemination and grievance redressal
The Ministry of Skill Development and Entrepreneurship has proposed that NCVET will utilize the existing infrastructure and resources for the most part of the two existing bodies that will be merged; other posts will also be created for the smooth functioning of the new body.
To ensure professional functioning and application of laws, the best practices of regulatory processes will be followed by the regulator.
The merger is expected to improve the quality and market relevance of skill development programs lending credibility to vocational education and training. This will further encourage greater private investment and employer participation in the skills space.
The Prime Minister’s agenda of making India world’s skill capital will be achieved by the new body’s twin objectives of enhancing aspirational value of vocational education and increased skilled manpower.
In the past, most of the country's skill training needs were met through courses that were regulated by NCVT.
