Most non-aided schools violate RTE Act: Nadkarni.

Famous educationist Pandurang Nadkarni has pointed out a disturbing fact that most non-aided schools in Goa are blatantly violating the provisions of the Right of Children to Free and Compulsory Education Act, 2009 (RTE) by not admitting poor and underprivileged students in grade I to the extent of at least 25% of the class strength.

Nadkarni was speaking at an awareness and training workshop on child rights issues held at the South Goa collectorate, Margao where he referred to Section 12 of Chapter IV of the RTE Act which stipulates that unaided schools as well as those belonging to a specified category "shall admit in Class I, to the extent of at least 25% of the strength of that class, children belonging to weaker section and disadvantaged group in the neighbourhood and provide free and compulsory elementary education till its completion. The expenditure so incurred by the unaided schools shall be reimbursed by the state," the Act stipulates.

"This provision is totally not implemented in the state of Goa," Nadkarni said. He pointed out to other provisions in the Act which stipulate that no child shall be denied admission in a school for "lack of age proof". The Act also stipulates, Nadkarni pointed out, that no child shall be denied admission if it is sought after the commencement of the academic year or after the prescribed "extended period". The seminar was organized by Goa State Commission for Protection of Child Rights.
