The National Council for Teacher Education (Amendment) Bill, 2019 was passed in the Rajya Sabha on Thursday.

The bill amends the NCTE Act, 1993 and seeks to retrospectively grant recognition to certain institutions running teacher education courses.

It also seeks to grant retrospective permission to these institution to start a new course or training for teacher education. The institutions should satisfy certain conditions and also must have had offered teacher education courses after the establishment of the NCTE until the academic year 2017-18.

Human Resources Development Minister Prakash Javadekar said, “Granting retrospective permission was necessary as the fate of thousands of students who completed courses from unrecognized institutes would be in jeopardy as their degrees would not be recognized anywhere.”

The HRD minister further clarified that within the last three years, no permission has been granted for any new B.Ed. colleges providing teacher training.
