It was after receiving complaints from Kalpataru Academy that a magistrate, accompanied by police, carried out a spot inspection and probed the functioning of Kalpataru Academy at Rilbong on Thursday after the students were agitated over the denial of admissions in various educational institutions in city after they passed out from Board of Higher Secondary Education, (BHSE),Delhi.
Affiliated to BHSE,Delhi, the Kalpataru Academy caters to the drop out students who wish to appear again for examinations of Class X and XII conducted by the Academy.
Though the academy was given NOC to affiliate to BHSE in August 2015 by the Director of School Education and Literacy A. Ch. Marak, the NOC was cancelled by the same official on June 7 as BHSE was not a recognized board.
It was on June 6 that the Department of School Education and Literacy, Union Ministry of Human Resource Development clarified that BHSE, Delhi is not a recognized Board.
An RTI query posed by SR Marak, Joint Resident Commissioner, Delhi was replied to by the Union Ministry of Human Resource Development, which said the Union Ministry has only two recognized education boards, CBSE and NIOS.
Following this, MBoSE had directed all the Higher Secondary Schools and related institutions not to admit any students declared passed by BHSE, Delhi for pursuing further studies.
Since the mark sheets and migration certificates from BHSE were invalid, the future of as many as 427 students of Kalpataru Academy, Rilbong were adversely affected as they were denied admissions in various educational institutions.
As reported by the students, the syllabus is a mixture of MBoSE and CBSE, which raised further suspicion for the inspection team.
The functionaries of Kalpataru said that they have already approached the East Khasi Hills Deputy Commissioner P S Dkhar who in turn asked them to take up the matter with the Education department.
“We are trying to sort out the matter and may even explore legal option" Debashish Chakraborty, Honourary Secretary of Kalpataru Academy told.
The finding that left the Kalpataru's inspection team perplexed was that the students of various schools who were not selected for the Board examinations by MBoSE in October were admitted at Kalpataru and the students got the mark sheet from BHSE within six months.
The students paid huge fees to Kalpataru only to realize that their future was heading towards darkness.
The students have decided to meet the Deputy Commissioner to air their grievances.
Deputy Director of MBoSE, M. Marbaniang said, “The motive of the Academy to affiliate itself to the Board of Higher Secondary Education, Delhi, which is outside the state, is surprising.”
According to Marbaniang, there are 56 recognized Central and State Boards in India. And the Board of Higher Secondary Education, Delhi took the first spot in the list of fake boards as per Education India survey.
“Even the Ministry of Human Resource and Development has confirmed that it has not given any recognition to the Board,” he added.
As for the students who were enrolled in the Academy, another chance will be given to them, Marbaniang said.
“The students approached me and suggested them to enroll themselves in a school recognized and affiliated to MBoSE for another chance and compete for examinations,” he added.
