While other states have been dealing with illiteracy, Kerala has always been creating new literacy records. As per the census reports of 2011, Kerala achieved 93.91% literacy which was beaten by Tripura that attained 94.65% by 2013. However, Kerala has won its records again as it has registered its name as the first Indian state to attain 100% literacy in primary education.

Vice President of India, Mohammad Hamid Ansari has made an official declaration about the achievement of the state.

Education Minister of Kerala, P.K. Abdu Rabb said, “Kerala has become the first state in the country to achieve primary education. This has been achieved through the primary education equivalency drive of the state literacy mission – Athulyam. The equivalency programmes have proved a huge success and the ultimate objective is to achieve total plus-two education in the state.”

The second phase of the program aims to provide classes to those who have not been able to receive primary education due to several reasons. In order to make the programme a big success, the beneficiaries of the programme, the ones between the age group of 15-50 were identified through family registries.
