1,990 elementary school headmasters to masters and classical and vernacular (C&V) teachers have been reverted by the Department of Elementary Education for not fulfilling the requisite educational qualification prescribed under the Haryana School Education (Group-C) Service Rules, 2012.
The petitioners pleaded that while the amended rules came into existence in 2012, the teachers were promoted as headmasters in 2013 and 2014 as per the old rules of 1998. As per the new rules, at the time of promotion the teachers did not have essential qualifications. 1,429 teachers of the Master cadre and 561 of the C&V category, including 297 Hindi, 224 Sanskrit and 40 Punjabi, have been reverted.
Issued in complaince with a judgement passed by the Punjab and Haryana High Court, the reversion order was issued by RS Kharab, Director, Elementary Education, while disposing of various petitions filed against promotion to the teachers.
According to sources, before the reversion order was issued, the Education Department had also served show-cause notices on the headmasters asking that as to why they should not be reverted. Along with which, the headmasters were asked to respond with 15 days to the notice.
In the notice, it was stated “After due consideration, the high court has quashed the promotion orders dated February 20, 2013 and January 28, 2014. In pursuance of the judgment, you have not been found eligible for promotion as the elementary school headmasters because you don’t fulfil requisite qualification of BA/BSc and B.Ed.”
