NITI Aayog's assessment framework on state of school education has raised heckles of the HRD ministry after it sought the ministry's response to 173 indicators sent in a query form to create an index for school education.
As reported by an HRD ministry source, "We have written to Niti Aayog pointing out that 173 indicators are too many for creation of an index. Also, data for many indicators is available with District Information of School Education (DISE).We want that states should also be consulted." According to sources, the purpose of creating such an indicator is not known. Already, the HRD ministry has a robust system of indicators.
Niti Aayog's query on National Achievement Survey is available in the public domain. "If discussed, 173 indicators can be reduced to less than half," official said.
Poor understanding on education can be seen through some queries. A ministry official said "State governments should have their own textbooks. Niti Aayog has asked if all textbooks have been translated in tribal languages. Instead of translating in tribal languages, separate textbooks should be written."
