Union Education Minister Holds Review Meeting of National Bal Bhawan

Union Education Minister Shri Ramesh Pokhriyal 'Nishank' held a review meeting of National Bal Bhawan on 25 Aug 2020 in New Delhi. The meeting was attended by Secretary, SE&L, Smt. Anita Karwal, Joint Secretary, School Education, Shri R. C. Meena and senior officials of National Bal Bhawan.

During the meeting, the Education Minister reviewed various activities of National Bal Bhawan and directed officials to speed-up NBB's activities in the present scenario. He also assessed the progress made by NBB in the last two years, its current membership details & training programmes.

The Minister directed officials to focus on cultural exchange programmes for students through webinars so that they can continue learning various cultural aspects of our country. Shri Pokhriyal also asked officials to figure out how they can promote Bal Bhawan's activities on international platforms.

Shri Nishank said, "National Bal Bhawan is a great platform for our children to learn various creative activities and we should expand its activities in regional centres also so that more children get the benefit of this platform." He said that, in order to promote creative activities among children, National Bal Bhawan should start a national level award for kids and direct officials to make a plan on this matter.

The Education Minister also reviewed the vacancy positions of National Bal Bhawan and directed officials to speed up the process of filling up the vacant posts.

Government Releases Guidelines For The Development Of e-Content For Children With Disabilities

These guidelines aim at fulfilling goals of inclusive education

Union Education Minister Shri Ramesh Pokhriyal ‘Nishank’ approved the release of the guidelines for the Development of e-Content for Children with Disabilities, on 8 June 2021.

A comprehensive initiative, PM e-VIDYA was launched on 17th May 2020, with an aim to unify all efforts related to digital/online/on-air education. The programme interaliaenvisages development of special e-content for the Divyang (Children with Disabilities-CwDs).  In pursuance of this vision, the Department of School Education and Literacy, Ministry of Education had constituted a Committee of experts, for recommending guidelines for developing e-content for these children.

For the first time, an attempt was made to prepare guidelines for CwD also referred to as Children with Special Needs (CWSN) children so that the goal of inclusive education is fulfilled. The Committee submitted a report titled “Guidelines for the Development of e-Content for Children with Disabilities” comprising of eleven Sections and two Appendices. This report was shared, presented, discussed and accepted by the MoE.

The salient highlights of the e- content guidelines in the report are:

  • e-Content for CwDs should be developed based on the four principles namely: perceivable, operable, understandable and robust.
  • e-Content including text, tables, diagrams, visuals, audios, videos etc. should comply with accessibility standards: national standards (GIGW 2.0) and international standards (WCAG 2.1, E-Pub, DAISY  etc).
  • Distribution platforms on which content is uploaded (e.g. DIKSHA) and Reading platforms/devices on which content is accessed and interacted (e.g. e-pathshala) must comply with technical standards
  • Reasonable pedagogical accommodations have been recommended to meet specific needs of CwDs
  • The technical standards and guidelines have been detailed out in Section 4 of the report.

The Committee has also recommended that in a phased manner textbooks may be adapted into Accessible Digital Textbooks (ADTs). The content of ADTs should be provided in multiple formats (text, audio, video, sign language etc) with turn-on and turn-off features. Further ADTs should provide flexibility to CwDs to respond to its content/exercises in multiple ways. The detailed guidelines for developing ADTs along with existing international and national experience, in the development of prototypes including the recent NCERT’s experience: Barkha:A Reading Series for All (in print and digital forms),  Accessible Textbooks for All and UNICEF’s “Accessible Digital Textbooks using Universal Design for Learning ( for Learners with and without  Disabilities ) have been presented in Section 5 of the report.

  • In addition to ADTs, in Sections 6 to 9 the Committee has recommended specific guidelines for development of supplementary e-Content as per 21 disabilities specified in the RPWD Act 2016 for students having Intellectual and Developmental Disabilities, Multiple Disabilities, Autism Spectrum Disorders, Specific Learning Disabilities, Blindness, low vision, Deafness and Hard of Hearing and others.
  • A summary of the recommendations has been presented in Section 10 of the report for sharing widely with content creators, content designers, developers, publishers.
  • The implementation roadmap along with the suggestions to strengthen compliance to the accessibility guidelines have been presented in Section 11 of the report.
  • Comprehensive guidelines and technical standards for the production of Sign Language videos have been provided at Appendix-1 of the Report.
  • Universal Design for Learning( UDL)guidelines for content development and pedagogical accommodations are given in Appendix 2 of the report.

These guidelines will initiate the creation of high quality content for digital education to Children with Special needs. They are dynamic by nature, to be improved based on experience and advent of better technology.

Education Minister Approves The Release Of PGI 2019-20 For States & Union Territories

Union Education Minister, Shri Ramesh Pokhriyal ‘Nishank’  approved the release of Performance Grading Index (PGI) 2019-20 for States and Union Territories of India on 06 June 2021. The Government has introduced the Performance Grading Index with a set of 70 parameters to catalyse transformational change in the field of school education.

The PGI for States and Union Territories was first published in 2019 with reference year 2017-18. The PGI : States/UTs for 2019-20 is the third publication in this series. The PGI exercise envisages that the index would propel States and UTs towards undertaking multi-pronged interventions that will that will bring about the much-desired optimal education outcomes. The PGI helps the States/UTs to pinpoint the gaps and accordingly prioritise areas for intervention to ensure that the school education system is robust at every level.

Punjab, Chandigarh, Tamil Nadu, Andaman & Nicobar Islands and Kerala occupy the highest grade (Grade A++) for 2019-20.

Most of the States/UTs have improved their grade in PGI 2019-20 compared to the earlier years.

Andaman & Nicobar Islands, Arunachal Pradesh, Manipur, Puducherry, Punjab and Tamil Nadu have improved overall PGI score by 10%, i.e., 100 or more points.

Andaman & Nicobar Islands, Lakshadweep and Punjab have shown improvement by 10% (8 points) or more in the PGI domain: Access.

As many as thirteen States and UTs have shown improvement by 10% (15 points) or more in the PGI domain: Infrastructure and Facilities. Andaman & Nicobar Islands and Odisha have shown improvement by 20% or more.

Arunachal Pradesh, Manipur and Odisha have shown more than 10% improvement in the PGI domain: Equity.

Nineteen States and UTs have shown improvement by 10% (36 points) or more in the PGI domain: Governance Process. Andaman & Nicobar Islands, Andhra Pradesh, Arunachal Pradesh, Manipur, Punjab, Rajasthan and West Bengal have shown improvement by at least 20% (72 points or more).

Films Division Presents Oasis of Hope, An Online Festival To Mark World Environment Day

The World Environment Day is being observed  on 5 June 2021 with the theme of ecosystem restoration, which aims to prevent, halt and reverse the degradation of ecosystems on every continent and in every ocean.  REIMAGINE. RECREATE. RESTORE are the key words for the celebrations this year. Contributing with the same spirit, Films Division is presenting Oasis of Hope, an online festival of films on environment on 5th and 6th June, 2021 to mark the important occasion.

The 2-day festival will consist of films that give strong message of reviving environment and reimagining the nature’s co-existence by suggesting various ways to restore the inseparable relationship of human being and nature. The streaming will be done on Films Division website and on You Tube channel.

The films in the special ‘green package’ are – The Jungle Man Loiya (21 Mins / Farha Khatun), a film that highlights the story of LoiyaNgamba, a nature lover from small hilly area in Manipur. For six years, Loiya stayed alone on the hill, building a dense forest, almost from scratch and created a green space for the local communities. It’s a story of reorienting man’s relationship with nature and building a culture of peaceful coexistence, Living the Natural Way (76min. /  Sanjib Parasar), a  story about Mishing tribes living on a small Brahmaputra island and how changing climate and environment has shattered and challenged their traditional way of living, Saalumarada Thimakka – The Green Crusader (43 Mins /  P. Rajendran) which features a self taught environmentalist of Karnataka, having no formal education. Saalumarada Thimakka is considered as a role model for environmentalists all over the world having planted hundreds of roadside trees, Climate Change (14 Mins / P. Ellappan), film on the perils of global warming and  climate change. My Son Neo (15 Mins / Eng /  S. Shanmuganathan), a film that poignantly portrays  how a five year old boy grows up amidst natural environment, loving all living beings and setting an example for others and Plastic World (7 Mins / Music /  Paushali Ganguli), an animation films that portrays the vast and arid dystopian landscape of the future, covered in plastic waste and also alerts against the hazardous effects of plastic on human life and environment.

Union Education Minister Shri Ramesh Pokhriyal 'Nishank' announced that Government has decided to extend the validity period of Teachers Eligibility Test qualifying certificate from 7 years to lifetime with retrospective effect from 2011. The respective State Govts. /UTs will take necessary action to revalidate/issue fresh TET certificates to those candidates whose period of 7 years has already elapsed, he added.

Shri Pokhriyal said this will be a positive step in increasing the employment opportunities for candidates aspiring to make a career in the teaching field.

Teachers Eligibility Test is one of the essential qualifications for a person to be eligible for appointment as a teacher in schools. The Guidelines dated 11th February 2011 of the National Council for Teacher Education (NCTE) laid down that TET would be conducted by the State Governments and the validity of the TET Certificate was 7 years from the date of passing TET.

PM Surprises The Attendees, Joins In On The Class 12 Virtual Session

Class 12 Students and their parents gathered for a virtual session organized by the Ministry of Education were in for a pleasant surprise when Prime Minister, Shri Narendra Modi joined the session in an impromptu move. The Session was organized by the Ministry of Education in view of the cancellation of the CBSE Class 12 board exams. The Prime Minister started with “Hope I did not disturb your online meeting” to the surprised student who broke into smiles seeing their Prime Minister amidst them. Going with the spirit of the moment Shri Modi noted the lifting of exam pressure and shared light moments with relieved students. He put students at ease by sharing personal anecdotes. When a student from Panchkula talked of ongoing tension of exams for last so many days, PM asked him about the sector of his residence and informed that he too stayed in the locality for a very long time.

Children opened up with the Prime Minister and shared their concerns and views freely. A student from Solan, Himachal Pradesh thanked the PM for cancelling the exams in the midst of the pandemic and hailed it as a good decision. One of the students lamented that some people are not following the COVID protocols of wearing masks, maintaining social distance, etc. She also elaborated on the awareness activities organized by her in her locality. There was a clear relief among the student as they were worried about the danger of the pandemic, most of them thanked the Prime Minister for the decision of cancelling the exams. Parents also took the decision very positively. In the spirit of the open and healthy discussion, the Prime Minister in an extempore gesture, called all the parents to join the interaction.

When the Prime Minister asked about the sudden vacuum after exams were cancelled a student replied "Sir, you have said that exams should be celebrated as a festival. So, there was no fear in my mind for examinations." She, a student from Guwahati gave credit to the Prime Minister’s book ‘Exam Warriors’ which she was reading since class 10th. Students also mentioned Yoga as a big help in coping with the uncertain times.

The interaction was so spontaneous that the Prime Minister had to devise a way of organizing it. He asked all the student to write their identification number on a piece of paper so that he could call and coordinate the interaction. Enthusiastic students followed the system happily. The Prime Minister had to direct the discussion away from the exam cancellation decision in order to expand the topics of the discussion. Students and parents responded with wide ranging things from dance, youtube music channels, exercise and politics. The Prime Minister asked them to research and write an essay on India's 75 years of Independence specially with reference to their areas.

In the meeting, the Prime Minister lauded the students for their team spirit which was seen during the second wave of COVID-19, through their public participation and teamwork. The PM asked the students whether they will watch the IPL, Champions League or wait for the Olympics or International Yoga Day to which a student replied that she has now got enough time to prepare for the entrance exam for the college admissions. He asked the students to utilise their time productively post exam cancellation.

In a surprise move Prime Minister Shri Narendra Modi joined an ongoing interaction of CBSE class 12th students. The interaction was organised by Ministry of Education and also attended by the parents of students.

Students from various parts of the country were connected in the virtual interaction. In order to strike a repo with students, Prime Minister used the words of their own language when he was speaking to the students of the non-Hindi areas.

PM lauded the students for their positivity and practicality and said that it is a matter of pleasure for our country that our students convert all difficulties and challenges into their strength and this is the strength of our country. He also praised the confidence of the students during the interaction.

The PM said that the experiences of yours are very important and will be useful in every stage of your life. He gave the example of team spirit which we learn in our schools and colleges. During the Corona time we have learnt these lessons in a new way and have seen the strength of team spirit of our country during this tough time.

PM urged the students to do something for environment on 5th June which is Environment Day and similarly do Yoga along with your family on 21st June which is International Day of Yoga. He also urged students to help their family members and neighbours in vaccination registration.

The Prime Minister chaired a review meeting regarding the Class XII Board exams of CBSE. Officials gave a detailed presentation on the wide and extensive consultation held so far and views received from all stakeholders, including State governments.

In view of the uncertain conditions due to COVID and the feedback obtained from various stakeholders, it was decided that Class XII Board Exams would not be held this year. It was also decided that CBSE will take steps to compile the results of class XII students as per well-defined objective criteria in a time-bound manner. 

The Prime Minister said that the decision on Class 12 CBSE Exams has been taken in the interest of students. He stated that COVID-19 has affected the academic calendar and the issue of Board Exams has been causing immense anxiety among students, parents and teachers, which must be put to an end. 

PM said that the Covid situation is a dynamic situation across the country. While the numbers are coming down in the country and some states are managing the situation through effective micro-containment, some states have still opted for a lockdown. Students, parents and teachers are naturally worried about the health of the students in such a situation. PM said that students should not be forced to appear for exams in such a stressful situation.

The Prime Minister stressed that the health and safety of our students is of utmost importance and there would be no compromise on this aspect. He said that in today’s time, such exams cannot be the reason to put our youth at risk.

PM said that all stakeholders need to show sensitivity for students. PM directed officials to ensure that the results are prepared in accordance with well-defined criteria, in a fair and time-bound manner.

Referring to the wide consultative process, PM expressed appreciation that a student friendly decision has been reached after consulting all stakeholders from across the length and breadth of India. He also thanked the States for providing feedback on this issue.

It was also decided that like last year, in case some students desire to take the exams, such an option would be provided to them by CBSE, as and when the situation becomes conducive.

The Hon’ble Prime Minister had earlier held a high-level meeting on 21/05/21 which was attended by Ministers & officials. Thereafter a meeting under the Chairmanship of Union Defence Minister was held on 23.05.2021 which was attended by the Education Ministers of States. Various options for the conduct of CBSE examinations were discussed in the meeting and feedback obtained from the States and UTs.

The meeting was attended by Union Ministers of Home, Defence, Finance, Commerce, Information & Broadcasting, Petroleum and Women & Child Development Ministries and Principal Secretary to PM, Cabinet Secretary & Secretaries of School Education & Higher Education Departments & other officials.

A national consultation was arranged on 23 May 2021 by the Ministry of Education, Government of India with the Education Ministers and Administrators of all States and UTs. The consultation was chaired by the Union Defence Minister Shri Rajnath Singh and was attended by Union Education Minister Shri Ramesh Pokhriyal ‘Nishank’, Union Minister for Women and Child Development and Textiles, Smt. Smriti Zubin Irani, Union Minister for Forest, Environment and Climate change and Information and Broadcasting, Shri Prakash Javadekar and Minister of State for Education Shri Sanjay Dhotre. Secretary, Higher Education Shri Amit Khare; Secretary, School Education Smt Anita Karwal and senior officials of the Ministry also attended the meeting.

While opening the forum for discussions, the Minister for Education, Shri Ramesh Pokhriyal“Nishank’ expressed his gratitude to the cabinet ministers from the Government of India who attended the meeting on 23 May 2021, for their extensive support in the preliminary discussions leading to this consultation and for remaining present in the meeting. It may be mentioned that a high-level meeting was held on 21 May 2021 under the chairmanship of the Prime Minister with nine Union Cabinet Ministers and senior officials to discuss about the conduct of Board exams for Class XII and All India Entrance exams. The Minister expressed his gratitude to Defence Minister Shri Rajnath Singh for giving his time and valuable suggestions relating to the exams. He thanked the Union Minister for Women and Child Development, Union Minister for Information and Broadcasting, Minister of State for Education for attending the meeting. The Minister of Education also expressed commitment towards the safety and security of children as the first priority of the Government of India. The Minister said the entire country has come together to ensure the safety and academic welfare of the students and the smooth functioning of the education system. He said that despite challenges posed by Covid-19, the Government has left no stone unturned to successfully bring education to online mode. He said that the homes were converted into schools.

The Minister discussed the importance of the Class XII Board exams and the All India Entrance exams in shaping the future and defining the careers of students. The Minister said keeping in view the present circumstances we decided to cancel the CBSE Board examinations of Class X and evaluate through internal assessment but Class-XII examinations are very important to decide the future of a student.

He said that this meeting was called to enable Central and State Boards and other examination agencies to be able to examine various options available in the present challenging circumstances through a consultation process. Shri Pokhriyal assured that the deliberations with all stakeholders in the meeting on 23 May 2021 will help in reaching a suitable decision on exams in the interest of all the students and ensuring a bright future for our children.

The discussions were held around two themes, i.e, board exams to be conducted for Class XII by the Central Board of Secondary Education and other State Boards and the All-India Entrance examinations for various higher education institutions and professional courses. Various options regarding the methodology, process, duration and timings of the exams were discussed. While a broad consensus was there, however, it was decided that States and UTs may like to further examine the matter and send their feedback in writing by the 25th of May,2021.

The meeting was attended by Chief Minister of Jharkhand and Goa, Deputy Chief Minister of Uttar Pradesh and Delhi and State Education Ministers, State Education Secretaries, Chairpersons of Examination Boards, Administrators of Union territories, Secretaries of Higher Education Department and School Education Department of Government of India, Chairman CBSE, UGC and AICTE, DG NTA and several other officials.

While summing up, Union Defence Minister, Shri Rajnath Singh thanked all the participants for putting forth their positive suggestions on the proposals for conducting examinations. He requested States and UTs to submit other suggestions, if any, to the Ministry of Education by this Tuesday i.e. 25th May. The Ministry will consider all those suggestions and take a final decision soon, he added. He reiterated that the priority of the Government is to conduct all the examinations in a safe and secure environment.

Earlier on 14th April, the Central Board of Secondary Education had notified that Class XII exams have been postponed and that further information with regard to Class XII board exams would be given to students by the 1st of June. In this context, following the consultative meeting with the States and UTs on 23 May 2021, the Government of India will examine the suggestions received from the various State Governments this week and convey further information in this regard to the students by or before the 1st of June 2021.
